Teams reach for fine-tuning far more often than they need to, and reach for RAG when what they actually have is a formatting problem. The three approaches solve different failure modes, and picking the wrong one means paying a much higher engineering cost for a smaller improvement than the right one would have delivered.
Ask what's actually failing first
Before choosing a technique, classify the failure. If the model doesn't know a fact, that's a knowledge gap. If it knows the fact but phrases it wrong, ignores your formatting instructions, or misjudges tone, that's a behavior gap. If it gets the reasoning wrong on a narrow, well-defined task even with the right information, that's a skill gap. These map to different fixes, and conflating them is the most common reason a fine-tuning project fails to move the metric anyone cared about.

RAG doesn't fix bad reasoning, and fine-tuning doesn't fix stale knowledge
The most expensive mistake is fine-tuning a model to "know" your product documentation. Fine-tuning updates weights in a way that improves style and task-following, but it's a poor mechanism for reliable factual recall — the model can still hallucinate details it was fine-tuned on, and every doc update requires a full retrain-and-eval cycle. If your problem is "the model doesn't know X," retrieval is almost always cheaper, more current, and more auditable, because you can point to the exact chunk that produced an answer.
Conversely, RAG can't fix a model that reasons poorly over the retrieved context. If you're handing the model perfect context and it's still drawing wrong conclusions consistently, more retrieval won't help — that's a case for either a stronger base model, better prompting, or, if the task is narrow and repeated enough, fine-tuning on labeled examples of correct reasoning.
Prompting is underrated because it's unglamorous
A surprising fraction of "we need to fine-tune" conversations resolve with a better prompt, more few-shot examples, or a structured output schema. Prompting has near-zero iteration cost — you can test a change in minutes — while fine-tuning requires a labeled dataset, training infrastructure, and a full eval cycle before you know if it helped. Exhaust prompting, including systematic techniques like few-shot selection and decomposition into smaller sub-tasks, before concluding you need to touch weights.
Combining them is normal, not a compromise
Production systems commonly use all three together: RAG supplies current facts, prompting defines the task contract and output format, and a fine-tune (when justified) locks in a narrow behavior at high volume and low latency — for example, a fine-tuned small model that classifies intent before routing to a larger model with RAG-supplied context. Treat fine-tuning as the most expensive, least reversible option in the toolbox, reached for only after prompting and retrieval have been genuinely exhausted and the remaining gap is specifically a skill or style gap that repeats often enough to justify the investment.
